News and Views: Ahead of the August Recess

Before departing for the August recess, Congress and the Administration advanced several significant policy initiatives that could have meaningful implications for U.S. rice and row-crop producers. From continued progress on the Farm Bill to renewed discussions about additional agricultural assistance, the pace of activity has been encouraging. It sets the stage for what could be a productive fall.

The Farm Bill continued to move forward in both chambers of Congress. After receiving bipartisan approval from the House Agriculture Committee in early March, the House passed its version of the 2026 Farm Bill in April by a vote of 224–200. In the Senate, Agriculture Committee Chairman John Boozman released the committee's discussion draft in June and worked toward a markup before the August recess. Recognizing the need to secure 60 votes for passage, Senate leaders have already begun refining provisions related to issues such as year-round E15 sales and SNAP state cost-sharing in an effort to strengthen bipartisan support. With both chambers now having taken meaningful steps, attention will turn to whether lawmakers can maintain the momentum needed to advance a final Farm Bill this fall.

Congress also made progress on agricultural economic assistance through the appropriations process. Before recess, the House passed a $95 billion budget resolution that includes up to $12 billion in relief for the farm economy, with $10 billion designated for temporary economic assistance for row-crop producers. The proposal exceeds President Trump's initial request of $11.1 billion in agricultural assistance as part of an $87.6 billion defense supplemental package, and reports suggest the Senate could seek to increase that funding further during negotiations.

Taken together, these developments point to positive momentum for agriculture heading into the fall. While several major issues remain unresolved, Congress has laid important groundwork for continued action in the months ahead.
